Are they allowed to run on the roadway? or just sand pits? do they have covers on the dump box? if not it must cause pollution problem right? what would the government deal with it ?

They are allowed to be on roadways. How do you think they get from one place to another? Yes they are covered to prevent the contents from flying out of their box and hitting other vehicles.
Ordinary size dump trucks are allowed to use the road. The giant mining trucks are not – they won’t even fit many roads and the extreme weight will destroy the roadway. They are brought in on trucks, one large piece at a time (like one wheel brought in on a hauling truck) and assembled on site.
The ordinary dump trucks must have the load covered with a tarp to prevent debris from flying off. A single load of gravel can ruin a lot of windshields.
